"During World War II, the most ubiquitous form of volunteer police were the members of various civil defense units. For example, volunteers in the War Emergency Radio Service were able to transform the basic automobile radio of that ERA into a shortwave War Emergency Radio Service set, permitting the auxiliary police communications officers to maintain constant two-way contact with their control centers. Thousands of volunteers also served in the Air Raid Protective Service and the Auxiliary Police Service. The members of these services played a unique role in guarding the various points where saboteurs might hope to operate, especially around gas tanks, power houses, telephone exchanges, and water works."
